Program Description
The Educational Leadership Tier II Post-Master’s Certificate is offered by the Department of Educational Leadership in the Bagwell College of Education. Georgia’s distributed leadership concept calls for the collaboration of teacher leaders in the classroom with executive leaders in administration to improve their schools and student learning at the K-12 level. The program’s courses, experiences, and assessments are tightly aligned with key performance outcomes that are consistent with Georgia’s initiatives to improve schools and increase student learning through data-driven reforms and sustained change.
Program Student Learning Outcomes
The Student Learning Outcomes are based on GaPSC 505-3-.77 EDUCATIONAL LEADERSHIP PROGRAM.
Students who successfully complete this program will be able to:
1. Develop, advocate, and enact a shared mission, vision, and core values of high-quality education and academic success and well-being of each student.
2. Act ethically and according to professional norms to promote each student’s academic success and well-being.
3. Strive for equity of educational opportunity and culturally responsive practices to promote each student’s academic success and well-being.

Admissions, Enrollment, and Graduation Criteria
Admissions Criteria
The following are program-specific requirements beyond the general Graduate Admissions requirements:
- Educational Specialist degree or higher
- Resume - Must demonstrate a minimum of four (4) years of teaching or administrative experience in a leadership position at either the P-12 school, local education agency, or a regional educational service agency that will enable the candidate to fully meet the program’s residency requirements.
- Leadership Mentor Form - Mentor must hold GaPSC Tier II Leadership Certificate
- Superintendent & District Agreement Form - Completed by the superintendent, or a proxy, indicating system level support for entry and progression through the program.
- Valid GaPSC-issued PRL Tier I or SRL Tier II Leadership Certificate
- GACE Leadership Ethics Assessment Completion Certificate
- Partnership Agreement - This agreement shall be established with the employing LUA, agency, or organization of each enrolled candidate to ensure candidates can meet Tier II level residency requirements. Candidates must serve in a leadership position at either the P-12 school or local education agency or a regional educational service agency that will enable the candidate to fully meet the program’s residency requirements.
Enrollment Criteria
This program does not have specific enrollment criteria; however, students are expected to meet the requirements of Academic Policy 4.0 ACADEMIC STANDING, DISMISSAL, & REINSTATEMENT .
Graduation Criteria
Each student is expected to meet the requirements outlined in Academic Policy 5.0 PROGRAM REQUIREMENTS & GRADUATION .
PSC Program Completion Requirement
In addition to completing the degree, the candidate must attempt the Georgia state approved content exam prior to KSU’s submission of the PSC Approved Program Completion form. The PSC requires passing the Tier II Georgia state approved content exam to add Tier II Leadership field and leadership upgrade to the candidate’s PSC certificate.

Program Course Requirements
